City of Kalgoorlie-Boulder to draft performance measures to report on councillors’ performance

The City of Kalgoorlie-Boulder will develop a management framework to report on councillors’ performance in a bid to increase transparency around decision-making and highlight the work of elected members. Cr Terrence Winner proposed at Monday night’s council meeting a performance measurement framework addressing councillors’ roles and responsibilities be drafted by the city’s chief executive. The framework will be presented at a strategic workshop session to give councillors an opportunity to provide input. Once finalised, the performance framework and reporting of key performance indicators will be included in the council’s annual report and on the city’s website. Cr Winner said while similar concepts had been raised in the past, setting public key performance indicators for elected members had not met with support around the table. He said considering the council’s commitment to transparency, “the time was right” to raise the idea again. “KPIs are an important tool for enhancing the effectiveness and efficiency of local governance and ensuring that all councillors are working towards the best outcome for our community,” Cr Winner said. His motion was unanimously supported. Cr Nardia Turner said the framework would help new and existing councillors continue to represent the interests of the electors, ratepayers and residents of the city. “By having KPIs, it sets clear indicators of where we want to go as a councillor and what work is also required as a councillor,” she said. Mayor Glenn Wilson congratulated Cr Winner on raising the motion. “I congratulate you on putting together something that would encourage us to be best in practice and leading the class, which I think is the direction that many of us feel is where we want to see our city moving forward,” he said.
