LATEST COVID-19 DEVELOPMENTS:

* Victoria recorded 867 new COVID-19 cases, its highest daily figure since the start of the pandemic, and an additional 149 cases that were missed in a software error.

* The figure surpasses the previous record of 847 cases on Saturday, while the state also recorded four deaths.

* Health Minister Martin Foley said 140 cases have been added to Monday's tally and nine to Sunday's following a "software update by a third party vendor who supported one of our pathology providers".

* Victorians calling triple zero are facing "unacceptable delays" while dozens of ambulances have been seen waiting outside a Melbourne hospital.

* NSW dipped below Victoria's daily infections with 863 new local cases and seven deaths.

* Health Minister Brad Hazzard warned unvaccinated people in NSW will likely remain barred from most hospitality and entertainment venues when restrictions ease in December due to business owners, not public health orders.

* A broader "COVID-normal" era will begin on December 1, when almost all restrictions will be dropped and the unvaccinated will no longer be prevented from participating in community life when the "two square metre" rule applies.

* Travel is expected to resume between Canberra, NSW and Victoria before Christmas, but the ACT government isn't banking on other jurisdictions opening their borders as the ACT recorded 13 new COVID-19 cases.

* In Brisbane, two new clusters of COVID-19 have been detected days out from the NRL grand final, with one centred on an unvaccinated truck driver who was infectious in the community for more than a week.

* The truckie was one of four new locally acquired cases reported on Tuesday, and the seventh such driver to test positive in the past month or so.

* Australia is on track to hit the crucial milestone of 80 per cent coronavirus vaccination coverage in mid-November and could reach 90 per cent just weeks after that.

* Latest government projections were revealed at a Senate hearing by vaccine rollout coordinator Lieutenant-General John Frewen, who said the numbers could change if people don't continue to come forward.

*The end of October is shaping up as the likely time 70 per cent double-dose coverage will be reached nationally, before 80 per cent is achieved around mid-November.

* From November, Australians will be able to self-test for coronavirus at home provided a series of hurdles are cleared.

* Therapeutic Goods Administration boss John Skerritt is confident rapid antigen tests will be available in homes from November 1 despite no company having a kit ready for the Australian market as of yet.

AUSTRALIAN VACCINATION NUMBERS:

* There have been 27,109,766 doses administered in the national COVID-19 vaccination rollout up to Monday, including 303,423 in the previous 24 hours.

* Of the total, 15,588,423 have been administered by the Commonwealth (an increase of 202,632 in the previous 24 hours).

* 11,521,343 have been administered by the states and territories, including 100,791 in the previous 24 hours.

* Nationwide, 76.7 per cent of people aged over 16 have received one vaccine dose while 52.6 per cent are fully vaccinated.

AUSTRALIAN CORONAVIRUS NUMBERS:

* Australia reported 1747 local cases on Monday: 863 in NSW, 867 in Victoria, 4 in Queensland and 13 in the ACT.

* Two overseas-acquired cases and one interstate cases were also reported in NSW, two overseas-acquired cases in Queensland, and one in the NT.

* The national death toll is 1256: NSW 372, Victoria 849, Tasmania 13, WA 9, Queensland 7, SA 4, ACT 4. (Two Queensland residents who died in NSW have been included in the official tolls of both states).

GLOBAL CORONAVIRUS NUMBERS:

* Cases: at least 232,338,031

* Deaths: at least 4,756,477

* Vaccine doses administered: at least 6,128,488,802
