Department of Communities program fails to divert Aboriginal kids from out of home care

The Auditor General has delivered a “damning” report after reviewing the Department of Communities’ early intervention strategy, finding it has failed to reduce the number of Aboriginal children in state care. In 2016, the then Department of Child Protection and Family Support established the EIFS Strategy which aimed to divert families from child protection by providing early intervention and support. Eight years later, the audit found over-representation of Aboriginal children in out of home care had increased to 60 per cent since the EIFS was introduced, representing a 7 per cent increase, with the figure set to continue on an upward trajectory. It comes after a number of reports have signalled the same conclusion over the past year with the Commonwealth’s 2023 Closing the Gap report finding progress towards lowering the number of Aboriginal Children in out of home care by 45 per cent was worsening and not on track. A Productivity Commission review released in February, found governments had “failed to grasp the nature and scale of change required” to lower the figure. To meet the Closing the Gap target, WA would need to halve the number of Aboriginal children in care by 2031. Currently, there are 3,173 Aboriginal children in care in WA with Aboriginal children in the State being over nine times more likely to be in out of home care than non-Aboriginal children, the second highest figure behind Victoria. The WA Commissioner for Children and Young People’s latest snapshot of the State’s youths revealed those in out-of-home care who were Aboriginal had jumped from 45.7 per cent in 2011 to 58 per cent in 2022. It comes as Shine Lawyers investigates potential for a class-action against the WA, NSW, South Australia and Victoria Governments for creating a second stolen generation through child removals. The audit also found only limited services are available in regional areas despite children from the regions being over-represented in out of home care with 36 per cent of children in care from regional areas, while only 20 per cent of children in WA live regionally. The Department admitted there is a lack of equitable access to EIFS services in some regional locations but said it was working on expanding access to provide services similar to metropolitan areas while focusing on local needs. The audit also found while the Department has implemented 60 per cent of the strategy’s actions, it couldn’t show it is delivering the intended outcomes Auditor General Ms Caroline Spencer said this was most likely due to the Department not effectively tracking families in the programs. “It’s unclear if the Strategy’s goals are being achieved, because the Department is not effectively tracking the progress of families in the programs and does not have a good understanding of how families use earlier intervention and family support services,” she said. “Not all families can access support when they need it because demand for services often exceeds availability and access to some services depends on where a family lives. “Despite this, the Department does not monitor how long families are waiting to receive support and does not have a clear understanding of whether as many vulnerable children are being helped as possible. “More structured and targeted implementation planning, monitoring and evaluation will be important in this regard.” WA Shadow Treasurer Neil Thomson said the over-representation of Aboriginal children entering out of home care was a serious issue and a failure of Government. “This report is yet another damning indictment of Labor’s merger of Child Protection and Housing into an unwieldy Government agency that no one seems in control of,” he said. A Department of Communities spokesperson said work was underway to address the issues outlined in the OAG report. “The Department of Communities (Communities) acknowledges the five recommendations outlined in the report and is confident that work already underway will address them,” they said. “This includes the development of a Monitoring and Evaluation Framework, along with improved referral pathways. “The Framework will allow for more effective tracking and assessing of a family’s progress through the service system over time and will help demonstrate the positive impact of Early Intervention and Family Support (EIFS) services.”
