Major $21.7m central Albany housing development faces public scrutiny before assessment by Regional JDAP

Advance Housing’s proposed $21.7 million development that would result in the demolition of a heritage-listed building while significantly boosting affordable housing supply is open for public comment. A development of 25 new dwellings would be built across four lots between Frederick Street and Stirling Terrace. As revealed by the Advertiser last year, 10 townhouses would be constructed on Frederick Street and a further nine grouped dwellings would be built with internal access from Spencer Street. A six-unit apartment building fronting Stirling Terrace would also be constructed in place of Norman House, which is believed to have been built in the late 1850s and is proposed for demolition. Norman House is listed as having considerable significance on the City of Albany’s Heritage List as adopted by the council in 2021. It is believed to have been considered for inclusion on the State Heritage List, but was deemed to not meet the required criteria. A heritage impact statement prepared by H&H Architects concludes that demolition of Norman House “will have significant negative impacts on the authenticity of the place, as well as some impacts on its historic, social and aesthetic values”. It also notes its aesthetic values “have been irreversibly altered over time” and calls into doubt whether it currently “demonstrates the typical elegance and modesty” of the Victorian-Georgian style, or if it would be possible to retrieve those qualities. The report states a number of approaches should be considered to mitigate negative heritage impacts if demolition is approved. They include preparing an archival record, reusing salvageable fabric from the original building, sensitive interpretation of the original style in the replacement building, and implementing a heritage interpretation strategy for Norman House. An existing building to the rear of the Normal House known as Cheyne’s Stable is also included on the City’s heritage list as having exceptional significance. The proposed development would retain the stable and an associated outbuilding to be adapted as a communal activity room for residents. The heritage impact statement from H&H Architects concludes the proposed modifications are in accordance with documents that guide heritage conservation nationally. The development would have an impact on two Spencer Street buildings collectively known as Reeves Timber Yard and Hardware on the City’s heritage list, which states they have considered significance. Plans indicate a new two-storey premises would be built behind the existing masonry facade of the building on the corner of Spencer and Frederick streets, while minor modifications and upgrades to the neighbouring Spencer Street building are planned. The heritage impact statement indicates there will be some negative impacts, but not its identified heritage values and it would “greatly improve the amenity, aesthetic presentation and functionality of the building for its future”. Because of the proposed size and cost of the development, it will need to be approved by a Regional Joint Development Assessment Panel rather than the Albany Council. Plans and associated documents, including the heritage impact statements, are available on the City’s website. Any submissions made during the public comment period, which runs until September 18, will be considered in a recommendation made by the City of Albany officers to the JDAP.
